Preface

The conference theme, "Special Education Orientation in Improving the Quality of Inclusive Teaching and Learning in the Era of Sustainable Development Goals," reflects the growing commitment of educators, researchers, policymakers, practitioners, and stakeholders to advancing inclusive, equitable, and high-quality education for individuals with diverse learning needs. The theme is particularly relevant to the aspirations of the United Nations Sustainable Development Goals, especially SDG 4: Quality Education, SDG 16: Peace, Justice and Strong Institutions, and SDG 17: Partnerships for the Goals. ICSAR 2025 provided an international platform for scholars and professionals to exchange knowledge, present research findings, discuss emerging challenges, and share innovative practices in special and inclusive education. The conference addressed curriculum and learning strategies, teaching and learning innovation, assistive technology, artificial intelligence in special education, vocational education and training, guidance and counselling, teacher preparation, educational assessment, support services, disability legislation, transition planning, and employment opportunities for persons with disabilities. The papers included in these proceedings demonstrate the diversity and interdisciplinary nature of contemporary research in special education. They offer theoretical insights, empirical evidence, practical interventions, and policy recommendations that may contribute to improving educational access, participation, learning outcomes, and quality of life for learners with special educational needs. We hope this collection will serve as a useful academic reference and inspire further research, professional collaboration, and evidence-based educational practice across Southeast Asia and beyond.
